The Tumandoks are being directed to transfer near the village proper which resulted to the disruption of their economic activities and caused them to incur more debts just to build their new homes. There are community members who were subjected to surveillance and the military are creating intrigue between Tumandoks to break their unity. The NTF-ELCAC is using the Anti-Terror Law to frighten the Tumandoks to push them to "surrender" and "clear their names", a clear money-making scheme of the military using people's taxes.
