In this discussion with Korea Society Policy Director Jonathan Corrado, Pardo attempts to “see through the cycle” and attribute rational explanations to Pyongyang’s mercurial behavior, asserting that North Korea’s has used brinkmanship and bargaining to achieve its main goal, which he considers to be diplomatic normalization with the US.
