AK Guillen of the National Union of People's Lawyers - Panay, discusses how the implementing rules and regulations of the unconstitutional Anti-Terrorism Law makes it more draconian and dangerous. There were additions in the IRR which are not found in the law itself. The ATA, while facing 37 petitions at the Supreme Court, in essence will be used to cripple dissent against critics, dissenters and oppositions. Duterte's ATA, with people's collective action, will be ultimately fail.
