Difficult Days Ahead for Americans Michael Byrns

My thinking about the new abortion laws. These rules seem to imply a change in the rules about when abortions will be permitted. It seems to imply that these rules will not be just for babies that are not doing well in the womb or for a mother at risk, but for any reason at all - even after the 24 weeks and right up to a moment pre-birth. Promotes infanticide apparently. It seems to imply as well that it will not even require a doctor be present, just a "health practitioner".  That seems to leave it open to what qualifies as one. doesn't it. Hope I have a misunderstanding.
