We look at the role of Governor Evers and the Department of Corrections in addressing both the current charges at Waupun and the systemic crisis of failing to address mass incarceration in the state, despite a commitment from Governor Evers to cut the prison population in half when he initially ran for office. A new Rand report makes our case, as it finds health plans pay an astounding 318% more than Medicare for the same services in Wisconsin.
