Gun Violence in Schools, Scooters Return to Chi, and Why Jacoby Hates Halloween City Cast Chicago

A 14-year-old student and a 45-year-old security officer were shot and injured Tuesday as classes were letting out at Wendell Phillips Academy High School in Bronzeville.
