    UPSC GS IV Ethics paper has a surprise up its sleeve! Usually the questions asked test the imagination of a prospective civil servant.
    In this episode, I, Dr GG Saxena, shall apprise you on how to answer the 2019 question related to Citizen Charter and 2016 question related to Land Acquisition and the issue of Displacement of Adivasis.
    UPSC GS IV Ethics 2016 Question: Explain the basic principles of citizens charter movement and bring out its importance. (150 words)
    UPSC GS IV Ethics 2016 Question:  Land needed for mining, dams and other large-scale projects is acquired mostly from Adivasis, hill dwellers and rural communities. The displaced persons are paid monetary compensation as per the legal provisions. However, the payment is often tardy. In any case, hit cannot sustain the displaced families for long. These people do not possess marketable skills to engage in some other accusation. They end up as low paid migrant laborers. Moreover, their development go to industries, industrialists and urban communities whereas the costs are passed on to these poor helpless people. This unjust distribution of costs and benefits is unethical. Suppose you have been entrusted with the task of drafting a better compensation-cum-rehabilitation policy for such displaced persons, how would you approach the problem and what would be the main elements of your suggested policy? (250 words)

    Do you think being a Civil Servant job is just about benefitting the community? Do you think that civil servant is only supposed to carry out order by the book and seniors? In your opinion, is civil service an easy profession to maintain? 

    Well, if your answer to any of the above questions is a Definite YES, then, you need to go through this episode! 

    A civil servant's job is full of comprehensive thinking about an issue, facing dilemmas and still taking tough decisions! Some decisions need to be taken that may be considered as bonafide mistakes by the civil servants when seen in hindsight! Thus, a civil servant's job is not at all, an easy one!

    UPSC GS– 4 (ETHICS) 2018:  

    Explain the process of resolving ethical dilemmas in Public Administration.



    UPSC CSE 2019 Ethics GS – 4 Que 8: 

    Honesty and uprightness are the hallmarks of a civil servant. Civil servants possessing these qualities are considered as the backbone of any strong organization. In line of duty, they take various decisions, at times some become bonafide mistakes. As long as such decisions are not taken intentionally and do not benefit personally, the officer cannot be said to be guilty. Though such decisions may, at times, lead to unforeseen adverse consequences in the long-term. In the recent past, a few instances have surfaced wherein civil servants have been implicated for bonafide mistakes.  They have often been prosecuted and even imprisoned. The instances have greatly rattled the moral fibre of the civil servants. How does this trend affect the functioning of the civil services? What measures can be taken to ensure the honest civil servants are not implicated for the bonafide mistakes on their part? Justify your answer.
