The DM treats the divorced US as something along very strict ideological segregation, which I don't think would happen, but I look at what I think would be realistic and also at a more idealistic vision to see what the proper response would be.

It's an example of how legislation coming from the federal government of the Untied States is overreaching, excessive, unconstitutional, and altogether a huge waste of money that helps certain interests at the expense of the citizens of these United States.
