    Hi everybody and welcome to Episode 2 of my new podcast series called RISE, UPTOWN!

    I am your host and my name is Beck Joyner.  So, just a little about myself before we get started!

    The purpose of this series is to get to know the history of the neighborhood and all the forces that shaped it - to understand how the neighborhood has come to be in the state that it’s in,  in order to - hopefully - understand what we can do to put it back on the right track and to get it economically healthy again.

    In 2020, I’m looking for everyone’s help, including yours. I am pulling together a coalition of residents, churches, non-profits and merchants to apply for a program that is administered by the Dept of Economic and Community Development called the PA Elm Street Community Program.  Essentially, our planning committee needs to submit a master plan, backed by a lot of data, to apply for this community designation.  If we can successfully do that, then the projects that we develop within the community are eligible for state grants.  The grant money can be used for housing and business development, facade improvements, public art, streetscaping, public safety programs and community events - it’s up to us to come up with a plan.

    Hi, Beck Joyner here!

    And welcome to my brand new endeavor, a podcast in which I will chronicling the process of community revitalization in a section of Harrisburg Pa that I refer to as East Uptown - so where is East Uptown and why have I chosen to give it this distinct designation?

    Well, for starters, East Uptown I define as Maclay to Division Streets and from N 3rd to N 7th Streets.  And the reason is that this area is the most blighted and the most divested and neglected section of Uptown.  The name is intended to be an overlay designation and not a replacement for any existing community names.

    And the specific reason for the distinction at all is that I am working on pulling together a coalition of residents, businesses, churches and non profits to apply for designation as a PA Elm Street community. In doing so, we can tap into several million dollars worth of grant funding for economic development; launching businesses, renovating housing, facade improvements and beautifying the streets.
