It also discusses his Executive Order and its impact on the Flores Decree and subsequent court decisions pertaining to the decree. **Author's Note for Clarification: The 1997 Flores Decree addressed the detention of unaccompanied minors. The 2008 9th Circuit Court ruling included accompanied minors a.k.a family units.
