    The passage of three agriculture-related Bills in the Lok Sabha does not seem to have gone down well with farmers and the opposition parties, with farmers across Haryana, Punjab and Telangana erupting in protest. A look at what the Bills are and why farmers are unhappy:

    What are the three Bills?
    The Centre passed three Bills — the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill, Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Bill and Essential Commodities (Amendment) Bill.

    What does the government say about the Bills?
    The government claims the legislations will transform the sector and raise farmers’ income. The Centre had promised to double farmers’ income by 2022. It says the Bills will make farmers independent of government-controlled markets and fetch them a better price for their produce.

    What are the new provisions in the three Bills?
    The Bills propose to create a system where farmers and traders can sell and purchase products outside ‘mandis’. They also encourage intra-state trade and propose to reduce transportation cost. The Bills formulate a framework on agreements that enables farmers to engage with agri-business companies, exporters and retailers for services and sale of produce while giving the farmer access to modern technology.

    Hyderabad has once again experienced low voter turnout despite cutthroat competition and the blistering campaign trail. There seems to be an eminent disconnect between the political mainstream and the average voter. A host of reasons might have contributed to this often-repeated phenomenon of low voter turnout.

    The BJP-TRS belligerent electoral fight has raised the expectations of high turnout. But, the acrimonious campaign failed to enthuse the voter.

    Pandemic might have contributed to the low turnout to a great extent. The old and those who suffer from comorbidity might have been extra cautious to avoid any possible infection. The surprising aspect is that many of those who avoided exercising their franchise due to fear of pandemic have been availing unlock situation. Voting seems to be not their priority.

    The average voter failed to recognise the direct connect between his own living conditions and the need for exercising franchise. The rich and the middle class who take the fruits of democracy granted often ignore the link between their personal wellbeing and good governance that elections can only herald. As noted cricketer, Steve Waugh’s says: “You do not know what you have got until it is lost.”

    However, voters alone cannot be blamed. The corrupt political culture that fails to offer radically different alternatives does not enthuse average urban voters to vote especially braving the pandemic.

    In four years, the elector population for the Greater Hyderabad Municipal Corporation elections has dipped by 0.26% and is likely to hold the key for the smooth conduct of the December 1 polls in the city.

    For the February 2, 2016 GHMC elections, there were 74,23,980 electors on the EC rolls. For this year’s elections, the number of voters as on November 11, 2020, has dipped to 74,04,286. For a city that has been officially growing by leaps and bounds, the decline of elector population by 19,694 is surprising.

    Bihar’s women voters helped JDU chief Nitish Kumar stave off several adverse factors, including LJP president Chirag Paswan’s attack on the chief minister.

    The 43 seats that JDU won would not have been possible without the support of women voters, who turned out in larger numbers than men. Women turnout was recorded at 59.69%, while male turnout was 54.68%.

    The increase in women voters since 2010 has worked to Kumar's advantage. Kumar’s decisions on prohibition, reservation in local bodies’ elections, and government jobs have ensured that women overlooked other incumbency factors.

    JDU leaders are of the opinion that Kumar must be credited for carving out a women voters' bloc overriding the state's caste factor.
