Strongly disagree. Whoever that guest was is the reason for the problems now. The congestion is due to poorly designed on-ramp and off-ramp. Trying to merge is causing the problem. Need circular on and off. Too many idiots running the show in Hawaii. More bureaucracy is not the solution.
