When Manchester City needed a strong head in the boardroom, David Bernstein was the man who came to the fore. Able to get a tight grip on the club's finances and bring everything back in order before it spiralled too far out of control, he was the chairman that oversaw City's stabilisation and return to the top flight. However, his resignation hit the club hard when he and manager Kevin Keegan hit a disagreement over transfer policy.
