David O’Connor is the Senior VP for Clean Energy and Technology at ML Strategies, a government relations powerhouse in Boston, where he works to drive beneficial public policy for clean energy projects. He served as the Commissioner of the Massachusetts Division of Energy Resources during the tenures of five Governors, from 1995 to 2007.
David obtained his BA in Political Science, Education and English at Middlebury College and his MPA from Harvard’s Kennedy School. David worked as an adjunct professor at Tufts University teaching mediation. He served as the Executive Director of Massachusetts Dispute Resolution. He then served as the Commissioner in the Massachusetts Division of Energy Resources. He has been a lobbyist with ML Strategies for over ten years. People don’t appreciate the role of the lobbyist in the public policy making process… In my experience legislators depend on lobbyists heavily, because they are inundated with thousands of pieces of information that they [have to] address.
