But the state of Florida demanded that Walt build the Magic Kingdom first - and when Walt dies 5 years before the Magic Kingdom opened, the executives at Disney decided they didn’t really want to run an entire city without his guidance.  So its true that the ambitions for EPCOT were scaled down quite a bit - but still at the time it was the largest construction project on eart.  And Earth was exactly what it was created to showcase.
