The Nation of Israel have turned their back on God and are in a season of spiritual adultery. God's judgment is certain, for he abhors sins; but God is faithful to His people and His love stands firm!
Hosea 2:14 "Therefore, behold, I will allure her..."
God uses Hosea and Gomer to illustrate Israel turning their back on their first love, but ultimately redeeming them and bringing them back to Himself.
