Donnelly, Sr. serves as the Fire and EMS Chief for Washington, D.C., leading the 2,100-member DC Fire and Emergency Medical Services Department.Chief Donnelly began his career with DC Fire and EMS in 1992 at Truck 16 and has served in a wide range of leadership roles throughout the department, including Rescue Squad 3, Tower 3, Battalion Fire Chief 2, Division Commander of Special Operations, Homeland Security, and Apparatus, as well as several command staff and executive officer positions.In 2018, he was promoted to lead the department’s Professional Development Bureau, overseeing key areas including human resources, training, medical services, professional standards, payroll and compliance, and grants. He was nominated by Mayor Muriel Bowser to serve as Fire and EMS Chief in September 2020 and confirmed by the Council of the District of Columbia in December 2020.Chief Donnelly also serves on regional and national preparedness committees, including the International Association of Fire Chiefs Terrorism and Homeland Security Committee and the Metropolitan Washington Council of Governments Fire Chiefs Committee. In 2025, he was named Fire Chief of the Year by the Metropolitan Fire Chiefs Association, a section of the NFPA and IAFC representing large urban and suburban departments around the world.A long-time Ward 4 resident, Chief Donnelly lives in Manor Park and remains active in the community, including his work with Boy Scouts Troop 98 in Brookland.
