Tiana Notice did everything right.  She was smart, she was beautiful, she was involved in and gave back to her community, and she had a promising future.  She even followed the protocol when her ex-boyfriend began to stalk and harass her, however, the police that she expected to help protect her... did too little too late.  On February 14, 2009, Tiana was the one who ultimately paid the price
