Mat's Band of the Red Hand is becoming more sophisticated in it's organization. We learn about Redarms, and how Mat enforces discipline on his army. After he hears some shouting outside, Mat discovers a Hunter for the Horn “Shaking a little boy like a dog with a rat” after apparently finding the boy sitting on his horse. Whether or not the boy was trying to steal the horse we're not sure but, that certainly has no bearing on Mat quickly taking a liking to 'the ugliest boy he'd ever seen'.
