    This programme aims to tap the expertise available in the large pool of Agriculture Graduates. Irrespective of whether you are a fresh graduate or not, or whether you are currently employed or not, you can set up your own AgriClinic or AgriBusiness Centre and offer professional extension services to innumerable farmers. Committed to this programme, the Government is now also providing start-up training to graduates in Agriculture, or any subject allied to Agriculture like Horticulture, Sericulture, Veterinary Sciences, Forestry, Dairy, Poultry Farming, and Fisheries, etc. Those completing the training can apply for special start-up loans for venture.

    SMART PROJECT , State of Maharashtra’s Agri-business and Rural Transformation Program (SMART) Project

    Maharashtra Village Social Transformation Foundation (MVSTF), Maharashtra State Rural Livelihoods Mission (MSRLM), and Maharashtra Agricultural Competitiveness Project (MACP) intend to collaboratively formulate and implement a state of Maharashtra Agribusiness and Rural Transformation -“SMART” Livelihood Project for Rural Maharashtra.

    The project aims to transform Rural Maharashtra through “SMART” interventions in Agriculture and Livelihood sectors, assisted by World Bank. Over the years, Government of Maharashtra has been consistently putting efforts and resources through various central and state government schemes, programs and projects for development and transformation of agriculture and rural sectors and actively seeking private sector participation in these initiatives.


    Support value addition in the post-harvest segments of agriculture value-chains;
    Facilitate agribusiness investments through inclusive business models that provide opportunities to small farmers;

    Stimulate the establishment of small and medium enterprises; and

    Support resilience of agriculture production systems to better manage increasing production and commercial risks associated with climate change.

    SMART Goal

    The goal of the project is to enhance the enterprise formation, increasing access to markets; and promoting climate resilience and resource-use efficiency.

    AGRICULTURAL EXTENSION SERVICES FOR INPUT DEALERS (DAESI- DIPLOMA TRAINING) #KRUSHILAM KOLHAPUR

    Agri-Input Dealers in the country are a prime source of farm information to the farming community, besides the supply of inputs and credit. However, majority of these dealers do not have formal agricultural education. In order to build their technical competency in agriculture and to facilitate them to serve the farmers better and to act as para – extension professionals, National Institute of Agricultural Extension Management (MANAGE) has launched a self-financed “One-year Diploma in Agricultural Extension Services for Input Dealers (DAESI) Program” during the year 2003 with a course fee of Rs.20, 000/- to the input dealers. Due to positive impact of the program, Ministry of Agriculture & Farmers’ Welfare, Government of India has decided to implement this program for Input dealers in all the States of the country.

    The technical information is delivered through Contact Classes by Agricultural Experts & Practitioners at district level on Sundays or Market holidays for 48 days including field visits spread over a year. Details of program is available in the guidelines

    An indicative list of services includes:
    Input Supply Services: The FPCs will channel low cost and quality inputs including custom hiring equipment to member farmers. It will supply fertilizers, pesticides, seeds, sprayers and pump sets, accessories, and pipe lines, where feasible.

    Aggregation or Procurement and Packaging Services: The FPCs may procure agriculture produce from its member farmers; will do the storage, value addition and packaging.

    Marketing Services: The FPCs may undertake storage and direct marketing (retailing, supply to processing retailers) after procurement of agricultural produce. This will enable members to save in terms of time, transactioncosts, weighmentlosses, distresssales, pricefluctuations, transportation, qualitymaintenanceetc. Theymayalso facilitate trading on the NCDSX platform and also provide MSP related procurement services.

    Insurance Services: The FPCs will channel various insurance like Crop Insurance, Electric Motor Insurance, etc.

    Technical Services: FPCs may promote best practices of farming, maintain marketing information system, diversifying and raising levels of knowledge and skills in agricultural production and post-harvest processing that adds value to products. They may also channel custom hiring services for farm mechanisation and operate common facility centres.

    Processing Services: The FPCs will facilitate the job-work based cleaning and grading of raw agricultural produced brought in by the farmers. The company would levy comparatively lower service charges (by 2-3%) to members as compared to the non-members. The job-work based primary processing charges for cereals and fruits and vegetables vary from Rs. 50-150 per quintal based upon the type of produce. Such facilitation services by an FPC in the initial stages actually allow it to operate under limited credit and infrastructure availability; it need not buy and store huge volume of raw produce at its premises.

    Networking Services: Making various service providers and services (e.g. about input sourcing, custom hiring of equipment and product specifications, market prices) and other business services accessible to producers; facilitatinglinkageswithfinancialinstitutions,buildinglinkagesof producers,processors,tradersandconsumers,facilitating linkages with various government programmes.

    Transport facilitation: Transport vehicles services are also provided for, particularly in horticulture focused FCSCs.

    Importance Of FPO'S   
    Collectivization of producers, especially small and marginal farmers, into producer organisations has emerged as one of the most effective pathways to address the many challenges of agriculture but most importantly, improved access to investments, technology and inputs and markets. Department of Agriculture and Cooperation, Ministry of Agriculture, Govt. of India has identified farmer producer organisation registered under the special provisions of the Companies Act, 1956 as the most appropriate institutional form around which to mobilize farmers and build their capacity to collectively leverage their production and marketing strength. especially producer companies and link them to benefits under various programs and schemes.

    Stage One: Pre-project Implementation (Three months) Baseline on volume, value & market access, centrality analysis, (i) Identification of Product specific clusters (ii) Feasibility Analysis -break-even  Estimates (iii) Project Implementation Plan procurement, inputs, storage

    and marketing,

    Stage Two: Enhancing Capacity & Implementation of Surplus Farm Production Plan (Mobilization Phase) (i) Village meetings- identify potential farmers, identify opinion leaders (ii) Identification of potential farmers for FIG & FPOs, LRP/ BF/LF Identification (iii) Hand holding support for Productivity Increase, IPM/ INM/ IPP

    (iv) Identifying Value-proposition for setting FPO (logic of collectivization) (v) Exposure Visit of Farmers/opinion leaders.

    Stage Three: Pre-formation Stage of FPO/Collective and preparation of FPOs business plan through FIG level exercise (i) Demonstration conducted on improved agriculture

    practices (ii) Start up shareholders campaign (iii) Identification of training needs & imparting training to promoters and farmers of FPO (iv) FIGs meeting & orientation

    started for FPO scoping, vision building exercise & exposure visit of promoters farmers (v) Generate crop-wise household information with surplus, deficit and gap exists (vi) FPO forming process initiated.
