In 2016, the United States’ poorest congressional district, NY 15, was also the most Democratic, meaning that its residents voted for Barack Obama and Hilary Clinton at a higher margin than any other district in the country. Given the highly racialized context of politics in the United States, these two facts do not seem to be a coincidence. Is this evidence of a connection between intense poverty and widespread Democratic support? What is the tell-tell sign for a highly Republican district?
