In Episode 21 we breakdown a case where the checks and balances failed, and failed miserably. How does a person who leaves a trail of red flags everywhere they go, continue to have opportunities to terrorize the Houston community? One August night everything would hit a breaking point and someone would pay for other's shortcomings.https://www.houstonpress.com/news/killer-behind-th… (https://www.houstonpress.com/news/killer-behind-the-badge-6572421)https://smile.amazon.com/Warrant-Kill-Story-Obsess… (https://smile.amazon.com/Warrant-Kill-Story-Obsession-Killer/dp/B002B723DW/ref=sr_1_1?keywords=a+warrant+to+kill&qid=1563622808&s=gateway&sr=8-1)

Tara Breckinridge case

My sister was friends with Tara, and you are correct that the pool hall was on Antoine at Pinemont. Wayne was with his sister at the pool hall that night. They lived in an apartment off Antoine and Desoto. About a mile further down Antoine than the pool hall. Very unlikely that WAyne did this.
