    High Prairie Recall Fails: Councillor Waikle Responds

    Welcome to 'Municipal Affairs”, I'm your host, Chris Brown.



    In a recent turn of events in High Prairie, Alberta, the anticipated recall effort against Mayor Brian Panasiuk and two councillors, Donna Deynaka and James Waikle has fallen short.



    High Prairie's Chief Administrative Officer, Bill McKenna, confirmed the outcome, stating, "The Town of High Prairie did not receive any completed petitions as of the deadline Tuesday, April 23, 2024, at 10:00 a.m."



    Consequently, the Mayor and the two councillors will continue their roles.



    The recall initiatives, directed at removing these officials from office, failed to gather the required 1026 signatures per petition, as mandated by section 240.8(2) of the Municipal Government Act.



    Despite grassroots efforts and community discontent, the threshold remained unmet, granting the Mayor, and the Two councillors a reprieve from potential dismissal.



    This recent development marks the third unsuccessful or deemed unnecessary recall effort in the province within the past month.



    Wetaskiwin Mayor Tyler Gandam avoided a recall petition when the deadline passed without submissions, while in Donalda, Mayor Doug Brooker preemptively resigned before such measures could be initiated, rendering the recall unnecessary.



    Since the inception of recall legislation in Alberta, instances of successful recalls have been rare, with only one notable case in the Village of Ryley, where Mayor Nik Lee was successfully removed from office.



    We had the pleasure to sit down with High Prairie Councillor Waikle for a one-on-one interview moments after the announcement of the recall petition was made.

    The recently concluded SUMA Convention held in Regina, Saskatchewan, served as a pivotal platform where municipal leaders congregated to advocate for their respective communities and engage with provincial party leaders.

    Premier Scott Moe and NDP Leader Carla Beck delivered keynote addresses, outlining their visions for municipal-provincial partnerships.

    Premier Moe articulated his vision for strengthening collaboration between municipalities and the provincial government, emphasizing the importance of robust partnerships in addressing key issues facing communities across Saskatchewan.

    Meanwhile, Carla Beck elucidated the Saskatchewan NDP's approach to working hand in hand with municipal leaders, offering insights into how the party aims to foster effective cooperation and address the needs of local communities.

    During the three-day conference, Municipal Affairs had the privilege of sitting down with mayors from diverse regions of the province. We posed a simple yet overarching question to each of them: What are you looking for from the party leaders in the upcoming provincial election?

    Carbon Tax Goes Up, Lloydminster Mayor Sounds Off

    Welcome to Municipal Affairs, I’m your host Christopher Brown

    This episode is a follow-up segment to our previous episode from March around the pending carbon tax increase scheduled for April 1st.

    We sat down with Mayor Gerald Aalbers of Lloydminster at the 2024 SUMA Convention in Regina, Saskatchewan to get his reaction on this increase and what it means for residents and municipalities like his.

    In our last conversation, Mayor Aalbers urged Prime Minister Justin Trudeau's government to halt any further escalation of the carbon tax. This increase elevated the price of carbon from $65 to $80 per tonne, with subsequent yearly increments until 2030, culminating in a $170 per tonne levy.

    Mayor Aalbers articulated the critical need for municipalities to have sufficient time to assess the impact of such increases on local service provision. As municipalities are on the front lines of service delivery, the ramifications of escalating carbon taxes extend well beyond environmental concerns, directly affecting essential services that communities rely on daily.

    Today, we revisit this vital issue with Mayor Aalbers to gain further insights.

    As a reminder for our global audience, the carbon tax was initially introduced by the Liberal Government at $20 per tonne in 2019 and has incrementally risen since then. While Alberta and Saskatchewan, including Lloydminster, are among the provinces and territories subject to this tax, provinces such as British Columbia, Quebec, and the Northwest Territories have implemented their own carbon pricing mechanisms.

    In light of these developments, we delve deeper into how the April 1st increase will impact municipalities, drawing invaluable perspectives from Mayor Aalbers. Stay tuned as we continue our exploration of this ongoing issue.
