Dwayne emphasizes the need for tighter strategy and coordination as the network approaches a critical turning point. As preparations intensify, Dwayne grapples with the moral and strategic implications of the network's actions. He consults with Deuce, his AI system, exploring scenarios of public exposure versus maintaining a shadowy influence. Ultimately, Dwayne resolves to become the public face of the network to inspire change while committing to a non-lethal approach to justice. During a conference call with key operatives, Dwayne delivers a powerful speech, outlining his vision for the network to shift from reactionary tactics to proactive leadership in systemic change. The team largely supports his plan, but one influential figure, Michael Willis—the founder of the network—remains silent and abruptly leaves the call, creating an undercurrent of uncertainty. Dwayne orders final preparations for the next day’s operation and shocks his team by revealing his plan to publicly kill George Pennyman on camera as a calculated move in the fight for justice. The chapter ends with tension in the air, as the weight of Dwayne’s decisions sets the stage for the escalating conflict.
