SYNOPSIS: Captain Picard must study for a very specific diplomatic engagement with an insectoid species, known as the Jarada.  The last encounter with these particular people ended terribly for the Starfleet captain involved in the exchange, as well as 20 years of no contact between the Jarada and the Federation.  The pressure is high, especially if Picard wants to survive the encounter, but Counselor Troi suggests that there is such a thing as studying too hard for something and that the captain might do himself some good by visiting the newly upgraded Holodeck for some recreation.  He engages in a Private Eye scenario, playing the hero Dixon Hill in the gangster drama, and immediately finds the world the Holodeck creates to be just as vivid and real as the ship and her complement.  So he invites his crew to join him in the fun!  An invitation that Dr. Crusher, Data, and, as requested, the ship's expert on the 20th century, Whalen, are happy to take up.  But the probe the Jarada send out to scan the Enterprise causes a malfunction in the Holodeck's circuitry and the captain and his companions become trapped inside the simulated world, where they find themselves on the wrong side of a mob boss by the name of Redblock.  At first it's all fun and games, and even possibly a romantic interlude for Picard and Dr. Crusher. But after a stint under interrogation by the police, Picard (as Dixon Hill) encounters Redblock and his goons, who come in search of a mysterious item that will provide them with great riches.  The encounter goes south fast, when Whalen is shot and, despite the Holodeck's safety protocols, begins to bleed out on the floor of Dixon Hill's office.  In a race to get his injured crewman out of the Holodeck where he can be saved, Picard decides the only way forward is to tell the holographic character Redblock that he is not, in fact real, and that this is just a simulated world.  Meanwhile, Commander Riker continues to try to stall the Jarada, who will only speak to Captain Picard and grow increasingly put out by the captain's absence.  Wesley Crusher engages in a risky procedure to get the Holodeck doors open and the program to deactivate, and it works; but Redblock takes the opportunity to deny Picard and his team their exit, and instead decides this new world is his to plunder.  After Redblock disappears into thin air outside the Holodeck doors, Data carries Whalen to Sickbay, with Dr. Crusher in tow; leaving Picard to reconcile what just happened for his newfound holographic friend, Detective Dan Bell.
