It was unclear whether Trump was refer­ring to the use of fighter jets or cap­ab­il­it­ies such as air­borne intel­li­gence, sur­veil­lance and recon­nais­sance. The US pres­id­ent said on Monday that European nations would “take a lot of the bur­den” of secur­ing Ukraine, adding: “We’re going to help them.” The ques­tion of secur­ity guar­an­tees is one of sev­eral that remain unre­solved after the White House sum­mit and a meet­ing between Trump and Putin in Alaska last week. “[Ukraine] is not going to be a part of Nato, but we’ve got the European nations, and they’ll front­load it,” Trump said, men­tion­ing France, Ger­many and the UK.

The moves come as investors pre­pare for Thursday's annual cent­ral bank­ing con­fer­ence in Wyom­ing, where Fed­eral Reserve chair Jay Pow­ell will arrive under pres­sure from Pres­id­ent Don­ald Trump to slash US interest rates in Septem­ber. Weak labour mar­ket data released earlier this month and a rel­at­ively benign infla­tion report last week have encour­aged traders to increase their bets that the Fed will lower bor­row­ing costs by a quarter-point next month. Trump has repeatedly admon­ished Pow­ell for being “too late” on rate cuts.

The pro­cess in the Treas­ury was at an early stage and no con­clu­sions had been drawn, the people said. But Reeves has told col­leagues she wants tax reform to be a big part of her autumn Budget. The Treas­ury said: “The best way to strengthen pub­lic fin­ances is by grow­ing the eco­nomy — which is our focus. Changes to tax and spend policy are not the only ways of doing this . . . Trump’s shift in pos­i­tion shocked Ukraine and European lead­ers, who fear the move would allow the Rus­sian army to main­tain pres­sure on Ukrain­ian front lines. Over the week­end Zelenskyy and his European allies sought to find com­mon ground with Trump, although Zelenskyy said he would keep push­ing for a cease­fire. Yes­ter­day Trump appeared will­ing to provide secur­ity guar­an­tees for Ukraine after the con­flict ends. But Zelenskyy said those guar­an­tees “must really be very prac­tical, deliv­er­ing pro­tec­tion on land, in the air and at sea, and must be developed with Europe’s par­ti­cip­a­tion”.

But investors warn the sharp rally in credit is another sig­nal, after stocks reboun­ded to record highs, that mar­ket optim­ism has become over­stretched at a time when US tar­iffs are climb­ing to their highest since the 1930s and jobs data has worsened.

Richard Hughes, the chair of the OBR, noted last month that a mere 0.1 per­cent­age point reduc­tion in the pro­ductiv­ity growth fore­cast over five years would wipe out Reeves’ £9.9bn of head­room against her key fiscal rule, which com­mits her to match­ing day-to-day spend­ing with tax rev­en­ues by 2029-30.
