What happens to the incarcerated who are up for a pardon or are in the midst of securing one when a new administration is sworn in? What if the incoming Governor has beliefs vastly different from his predecessor? That is exactly what happened in the Commonwealth of Virginia recently. Glen Youngkin takes over on the heels of Ralph Northam’s four-year term that saw him pardon more than any other Governor in Virginia’s history. What will Youngkin's legacy be?
