Bank of Eng­land gov­ernor Andrew Bailey inter­vened to stop a meet­ing that chan­cel­lor Rachel Reeves tried to secure between fin­an­cial watch­dogs and Revolut, accord­ing to people famil­iar with the mat­ter, in a new sign of fric­tion over the way the City is reg­u­lated.

Reeves, who wants Revolut to be fully author­ised as a bank as quickly as pos­sible, tried to set up a three-way meet­ing with Treas­ury offi­cials along­side the fintech and the BoE’s Pruden­tial Reg­u­la­tion Author­ity, which super­vises banks and is headed by Sam Woods.

The meet­ing had been inten­ded to dis­cuss Revolut’s ambi­tions to become a fully fledged UK bank, accord­ing to the people famil­iar with the mat­ter. While Revolut’s applic­a­tion for a bank­ing licence was approved last year, it is yet to be fully author­ised.

However, the meet­ing was can­celled after Bailey inter­vened, the people said, amid con­cerns that the bank’s reg­u­la­tion should be inde­pend­ent from polit­ical inter­ven­tions. The events took place in recent weeks, one of the people said.

Last week Bailey pub­licly sig­nalled his frus­tra­tion with some of Reeves’ zeal in stream­lin­ing City reg­u­la­tion, includ­ing warn­ing of the dangers of going too far in reform­ing ring­fen­cing rules that forced UK banks to sep­ar­ate their retail and invest­ment bank­ing activ­it­ies.

“It has estab­lished itself as part of the sys­tem and to me it would not be sens­ible to take it away at this point,” Bailey told MPs, refer­ring to rules intro­duced to avoid a repeat of the 2008 fin­an­cial crash. He added: “We can’t com­prom­ise on basic fin­an­cial sta­bil­ity.”
