I'm a fertility acupuncturist and fertility awareness educator and have spent the last ten years working with hundreds of people who are TTC. (I know we say that all the time!) But the luteal phase is when implantation occurs and we need good levels of progesterone to support this. Problems in the luteal phase are common.
