U.S. news: Trump administration orders Pentagon to plan for sweeping budget cuts Defense Secretary Pete Hegseth has ordered senior leaders at the Pentagon and throughout the U.S. military to develop plans for cutting 8 percent from the defense budget in each of the next five years, according to a memo obtained by The Washington Post and officials familiar with the matter — a striking proposal certain to face internal resistance and strident bipartisan opposition in Congress. Hegseth ordered the proposed cuts to be drawn up by Monday, according to the memo, which is dated Tuesday and includes a list of 17 categories that the Trump administration wants exempted. Among them: operations at the southern U.S. border, modernization of nuclear weapons and missile defense, and acquisition of submarines, one-way attack drones and other munitions. Robert G. Salesses, a senior Pentagon official, said in a statement that the money saved could be “realigned” to pay for new priorities in the Trump administration, including the “Iron Dome for America,” President Donald Trump’s catchphrase for an expansive missile defense system. That sum could amount to $50 billion in next year’s budget, he said. The Pentagon budget for 2025 is about $850 billion, with broad consensus on Capitol Hill that extensive spending is necessary to deter threats posed by China and Russia, in particular. If adopted in full, the cuts would include tens of billions of dollars in each of the next five years. This morning’s “peace” talks between the Trump team and Russia are going as described below, according to Fox News’s Jacqui Heinrich reports: The US and Russia are proposing a three-stage peace plan, according to multiple foreign diplomatic sources close to the talks in Saudi Arabia. The plan includes a ceasefire, elections in Ukraine, then signing of a final agreement. Multiple foreign diplomatic sources tell FOX the US and Russia consider holding new elections in Ukraine to be a key condition for the success of the settlement process. This piece is certain to stir controversy, as Russia does not hold true elections and the Ukrainians balk at the prospect of installing a pro-Russia puppet president. Trump and his aides believe that the price of defending Europe is too high — New York Times In addition, Trump and his advisers believe that a settlement with Moscow will allow the U.S. to redirect security resources towards China, which they consider a greater threat. Pre-summit meeting coverage that I quote from: As U.S. and Putin negotiate, intel shows he's not interested 'in a real peace deal,' sources say Kremlin Message to Trump: There’s Money to Be Made in Russia “Donald trump is reflexively a contrarian.” — “General HR. McMaster, who was National Security Advisor from 2017 to 2018.” Trump learns conversationally. What’s in it for us? Why do we care? How much does it cost? How can we get people to pay more? U.S. news: Pentagon to restore Fort Liberty's name to Fort Bragg Defense Secretary Discusses Force Posturing in Africa, Europe Defense Secretary Pete Hegseth today spoke about DOD's force posturing priorities on the European and African continents while meeting with members of the media during a visit to U.S. Africa Command in Stuttgart, Germany When asked whether visiting Africom on his first overseas trip as defense secretary should be taken as a sign that U.S. strategic aims in Africa are changing, Hegseth pointed to the threat posed by China in that region. He said China's intentions are pernicious, not just in their part of the world but also on the African continent. "And America's posture there, along with allies and partners, is going to matter contesting that space. So, it certainly remains a priority," he continued. In addition to continually monitoring China's presence in Africa, Hegseth said force posturing in Africom's area of responsibility is countering the ongoing terror threat in that region. As an example of this, he pointed to the Feb. 1, 2025, airstrikes against ISIS targets in Somalia that Africom coordinated in conjunction with the Federal Government of Somalia. Hegseth said the operation was an example of DOD returning tactical decision-making authority to senior military commanders. "That's a reflection … of pushing authority down untying the hands of warfighters," he said. "[Such decisions] should be made at the four-star level or at the Secretary of Defense level more quickly based on the ability to degrade the enemy," he added. Regarding troop posturing in the European area of responsibility, Hegseth — who visited U.S. European Command earlier in the day — said there are currently no plans to shift forces from Europe to the Indo-Pacific region to deal with the emerging threat from China. He added that force posturing across the world will be reviewed. The secretary said peacefully ending the war in Ukraine and ensuring European NATO countries raise their defense spending to sufficient levels would need to occur before the U.S. would consider any significant re-posturing of forces. Hegseth clarified that any future re-posturing of U.S. forces in Europe should not be viewed as an abandonment of America's allies. "We would be remiss in not reviewing force posture everywhere, but it would be the wrong planning assumption to say, 'America is abandoning [Europe]' or 'America is leaving.' No, America is smart to observe, plan, prioritize and project power to deter conflict," Hegseth said. "Being strong — peace through strength — is how you deter that," he continued. Video: Politico piece: ‘Americans Can and Will Die from This’: USAID Worker Details Dangers, Chaos USAID Kept My Troops Safe in Afghanistan Almost $500 million in food is at risk of spoilage after USAID pause, report says Almost $500 million in food aid is at risk of spoilage as it sits in ports, ships and warehouses after funding for the U.S. Agency for International Development, or USAID, was paused by the Trump administration, according to a Feb. 10 report from a government watchdog. The report from USAID's inspector general highlighted the risks of "safeguarding and distribution" of $8.2 billion in unspent humanitarian aid after the Trump administration ordered almost all staff to be placed on leave and ordered a review of U.S. foreign assistance programs. USAID, which provides humanitarian aid to more than 100 countries, buys food directly from U.S. farmers and manufacturers, which have typically provided about 40% of international food assistance, according to a 2021 report from the Congressional Research Service. With USAID funding paused, there is concern among U.S. farmers about the market for some of their products, including Kansas sorghum producers, according to the Topeka Capital-Journal. While the future of USAID's funding and its purchases from U.S. farmers remains unclear, there is currently $489 million worth of food sitting "at ports, in transit, and in warehouses at risk of spoilage, unanticipated storage needs, and diversion," the Feb. 10 USAID inspector general report said. Here’s a look at the serious obstacles Full List of Republicans Breaking with Trump Over Gaza Ukraine news: US arms shipments to Kyiv briefly paused before resuming over weekend, sources say U.S. shipments of weapons into Ukraine were briefly paused in recent days before resuming over the weekend as the Trump administration debated its policy towards Kyiv, according to four people briefed on the matter. Shipments restarted after the White House pulled back on its initial assessment to stop all aid to Ukraine, two of the sources said. There are factions inside the administration that are at odds over the extent to which the U.S. should continue to aid Kyiv's war effort with weapons from U.S. stocks, said one of the people, a U.S. official. Secretary of Defense Pete Hegseth Begins 'Most Important Deployment of My Life' Secretary of Defense Pete Hegseth was sworn into his new role leading America's 3.5 million service members and civilians by Vice President JD Vance this morning, following Hegseth's Friday evening Senate confirmation. "When President Trump chose me for this position, the primary charge he gave me was to bring the warrior culture back to the Department of Defense," Hegseth said during his Jan. 14 confirmation hearing before the Senate Armed Services Committee. "He, like me, wants a Pentagon laser-focused on lethality, meritocracy, warfighting, accountability and readiness." Hegseth listed restoring the warrior ethos, rebuilding the military and reestablishing deterrence as the ingredients needed to bring back warfighting. Calling himself a change agent, Hegseth outlined a vision of a culture of accountability, high standards, performance, readiness, rapid innovation and merit across the Defense Department. "We share the same goals," he told the committee. "A ready, lethal military; the health and well-being of our troops; and a strong and secure America." He also said he would trim the bureaucracy and reallocate resources to the warfighter. "We won World War II with seven four-star generals," he said. "Today we have 44. … There is an inverse relationship between the size of staffs and victory on the battlefield. We do not need more bureaucracy at the top. We need more warfighters empowered at the bottom. So, it is going to be my job … to identify those places where fat can be cut, so it can go toward lethality." A former Army National Guard officer, Hegseth, 44, served as an infantryman leading troops in Iraq and Afghanistan and guarding detainees at Guantanamo Bay. His military awards include two Bronze Star Medals, the Joint Commendation Medal, two Army Commendation Medals, the Combat Infantryman Badge and the Expert Infantryman Badge. Hegseth said his role as the 29th secretary of defense is "the most important deployment of my life." Hailing from Minnesota, Hegseth graduated from Princeton University in 2003 and earned a master's degree from Harvard University in 2013. He has led organizations advocating for veterans, served as a Fox News host and published several books. Hegseth and his wife, Jennifer, have seven children. Hegseth Arrives at Pentagon, Says Warfighters Are 'Ready to Go' Defense Secretary Pete Hegseth arrived at the Pentagon today and said improving lethality, warfighting and readiness are the main lines of effort he will pursue while in office. Air Force Gen. CQ Brown, Jr., chairman of the Joint Chiefs of Staff, greeted Hegseth as he arrived at the Pentagon. The defense secretary spoke to about 30 members of the press before entering the building. "It's an honor to serve on behalf of the president and serve on behalf of the country," Hegseth said. "In talking to the chairman and so many other folks here, we're in capable hands. The warfighters are ready to go." President Donald J. Trump declared a national emergency on the southern border. Hegseth said the "protection of the sovereign territory of the United States is the job of the Defense Department." He said he was pleased the Pentagon "snapped to" last week, providing troops to strengthen the border barrier and transportation "for the mass deportation effort." "Whatever is needed at the border will be provided," Hegseth said. "Whether that is through state active duty, Title 32 or Title 10. This is a shift: This is not the way it was done in the past. The Defense Department will support the defense of the territorial integrity of the United States of America's southern border, including reservists, National Guardsmen and active-duty in compliance with the Constitution and the laws of our land, and the directives of the commander in chief." Other areas the secretary will study include reinstating troops that were pushed out because of COVID-19 vaccination mandates and developing an Iron Dome anti-missile system for the United States. Hegseth said he is focused on the men and women in uniform. "Our job is lethality and readiness and warfighting. [The United States] will be no better friend to our allies and no stronger adversary to those who want to test us and try us," he said. "I look forward to serving the troops, the warriors of this department. It's the honor of a lifetime, and we're going to get to work. God bless you all."
