With its foundation in place, A Better Calgary Party is preparing to hit the ground running as it heads into a pivotal election year.     NS Votes '24: What Are Municipalities Looking For?

    Welcome to another episode of Municipal Affairs. In a surprising move, Premier Tim Houston has called for a snap provincial election in Nova Scotia, to be held on November 26, aiming to secure a second term for his Progressive Conservative government. This decision comes despite Houston’s own 2020 legislation that fixed the next election date to July 15, 2025, a change introduced to create stability in the province’s electoral schedule. On Sunday, Houston sought and received the lieutenant-governor’s approval to dissolve the Nova Scotia House of Assembly, where his Progressive Conservatives held a strong majority of 34 seats in the 55-seat Legislature at the time of dissolution. The opposition included 14 seats held by the Nova Scotia Liberals under first-term leader Zach Churchill, six seats by the Nova Scotia NDP led by Claudia Chender, and one Independent. The announcement is particularly significant for municipalities, as the election date coincides with the opening day of the Nova Scotia Federation of Municipalities (NSFM) Fall Convention. Representing over 370 elected officials across all 49 of the province’s municipalities, the NSFM serves as the unified voice for municipal issues in Nova Scotia. NSFM President, Mayor Carolyn Bolivar-Getson, shared her insights on the election call, emphasizing the importance of municipal concerns in this election cycle. Today, we are heading to the Lands of the Living Skies, the Province of Saskatchewan Scott Moe has led the Saskatchewan Party to a 5th Consecutive Majority Government, a feat that hasn't been accomplished since 1960 when the then-governing NDP under Tommy Douglas won a fifth Majority Government. The results: 35 seats for the Saskatchewan Party, and 26 Seats for the NDP. As rural municipalities across the province are preparing for government some may be asking themselves: what does this mean for rural municipalities? How will the new cabinet be composed? To help answer that, we caught up with SARM Acting President Bill Huber.     Welcome to Municipal Affairs We turning our focus to the town of Norman Wells, Northwest Territories, where the community is grappling with the consequences of an unprecedented supply chain disruption. Amidst record-low water levels along the Mackenzie River this past summer, barge shipments — a lifeline for delivering essential supplies to this remote region — were cancelled. This has led to drastic spikes in fuel and supply prices as the town now relies heavily on more costly air transport to bring in everything from groceries to heating fuel. Earlier this month, Norman Wells’ town council took an extraordinary step, declaring a local state of emergency and voting to request that the territorial government escalate this crisis to the federal level. This move aims to secure broader, immediate support for Norman Wells’ residents and businesses — support that’s urgently needed as winter fasts approaches. Councillors and Mayor Frank Pope have specifically requested $6.6 million to ensure a stable heating fuel supply for the winter months. And if the territory agrees to their appeal and declares a state of emergency in the Sahtu region, it could trigger additional provincial powers under the Emergency Management Act. Notably, this would allow Municipal and Community Affairs Minister Vince McKay to potentially regulate fuel prices, offering a lifeline to residents and businesses strained by soaring costs. While the Territory Government has responded with an initial $150,000 to help offset these rising expenses, local leaders and residents say this is far from sufficient. In response to rising frustrations, the council has also questioned Imperial Oil about the sharply rising fuel costs, asking why measures weren’t in place to better buffer the impact of missed barge deliveries. The Northwest Territories government has acknowledged the urgency of the situation and has expressed its commitment to working with local businesses, Indigenous governments, and the federal government to identify long-term solutions that could help prevent similar crises in the future. Joining us today is Mayor Pope. We’ll be diving deep into the urgent challenges facing his community, the actions local leaders have already taken, and what lies ahead for residents if their calls for help continue to go unanswered. Mayor Pope will help us understand just how serious this situation is and what the community is asking for in terms of funding, regulatory action, and long-term infrastructure solutions.
