There has been a vigorous debate in the past few weeks as the Trump administration paused most foreign assistance while it evaluates where the dollars are going. We spoke to Michael O'Hanlon, a senior fellow with the 21st Century Defense Initiative and director of research for the Foreign Policy program at the Brookings Institution.
