Dr. Herbert Monroe is the Assistant Superintendent of Caroline County Public Schools and a member of the Virginia Advisory Committee on Culturally Relevant and Inclusive Education Practices. Instead of using "At Risk", Dr. Monroe describes students as "At Promise" In addition to his educational experiences, he mentors others through the Power of the African and Latin Drumming.
