Ioana is the President of Pur și Simplu Verde, supporting local governments in transitioning to a greener economy, and serves as Romania's European Climate Pact Ambassador. Previously, Ioana was Romania's first female Finance Minister and later joined Harvard Kennedy School as a researcher, with appointments at the Ash Center, Mosavar-Rahmani Center for Business and Government, and Taubman Center for State and Local Government. She has also served as an expert for the European Economic and Social Committee in Brussels. Ioana holds a PhD in economics from Harvard and has taught at the University of Maryland. Her publications include the 2017 book Essays on Taxation and International Relations and the forthcoming Adolescent Democracies: A Former Finance Minister's Guide to Policy-Making. Founded in 2009 in the United Kingdom, the Every Can Counts initiative is considered the leading program for promoting beverage can recycling in Europe and is currently active in 19 countries. Between 2007 and 2008, she worked at the International Energy Agency (IEA), focusing on energy efficiency and urban energy consumption, contributing to one of the earliest scientific works addressing cities' contribution to energy consumption and climate impact. In 2006, Ana-Maria co-founded the association REPER21, dedicated to promoting sustainable development in Romania. Within REPER21, she has coordinated various initiatives focusing on responsible consumption, sustainable project management, climate education, green public procurement, and climate change. Since 2023, she has been managing the European Climate Pact in Romania on behalf of REPER21, closely collaborating with a group of 31 climate ambassadors nationwide. Over the years, she has trained over 1,000 citizens, teachers, officials, and activists across the country on sustainable development topics.
