Does India have a rape problem

What a waste of time. Very annoying to see that Indians don’t have the basic decency or etiquette to participate in a discussion. Talking loudly over each other is something unique to Indians. I understand that people can feel passionately about an issue, but this is supposed to be a panel discussion and there are some basic rules that need to be followed. It is very distressing to hear people shouting aggressively and making it political. The person chairing the panel should be able to control the debate so that everyone’s views can be heard. Why can’t Indians keep their volumes down and have the basic manners to not interrupt a person.
The latter half of the discussion was better but by then you had lost me.
