Government Transformed 2.0 Episode Five: What is the institutional imperative – and why does it matter for evaluation in government (and everything else)?

In the fifth and final episode of Government Transformed 2.0, David Halpern rejoins Richard Johnstone and Nicholas Gruen to discuss the efficacy of evaluative processes in government, and how public servants can and should be empowered to make better evaluations of public policy. Gruen explains the concept of the institutional imperative by way of Warren Buffett's ‘business imperative’, from which he admits he has borrowed the term. “What [Buffett] says is that business managers find that they are driven to expand the business. His argument is that, as an investor and a business manager, his role is not to expand a business, but to use capital as productively as possible. And those two things are not the same in government.” Gruen went on to say that the institutional imperative often risks becoming a “preoccupying force” in government, such that it crowds out “problem-solving [and] critical thinking about how a system can improve”. Listen to hear Gruen and Halpern also discuss: ·       The importance of independent evaluations of policy, ·       The role of curiosity in driving innovation ·       The potential for bottom-up meritocracy to improve government services. Is Barbados Ready for Electric Vehicles?

Electric vehicles are no longer a distant idea in Barbados. More people are seeing them on the road, hearing the debate, and asking the same question: are we really ready for this shift? In this episode of Jus’ Ah Conversation, Mikul Elcock and Fabian Belgrave dig into the promise and the practical reality of EV adoption in Barbados. Beyond the hype, what does it actually mean to own, maintain, charge, insure, and respond to electric vehicles in a small island developing state? They’re joined by three guests with very different but equally important perspectives: Christopher McFarlane of Megapower Ltd, bringing insight into the energy and infrastructure side of the conversation. Alexander Barker, an EV Technician, speaking to the technical realities of servicing and maintaining electric vehicles. Marlon Small, Divisional Officer of the Barbados Fire Service, offering a critical emergency response and safety perspective. Together, they unpack some of the biggest questions around EV readiness in Barbados:  Is the charging infrastructure where it needs to be?  Are EVs really affordable when you look beyond the sticker price?  Do we have the technical skills and systems in place to support long-term growth?  How prepared are emergency services to deal with EV-related incidents?  And are Barbadians fully buying into the transition, or still watching from the sidelines? This is a grounded conversation about innovation, policy, safety, cost, and what it will take for Barbados to move confidently into a more electric future. 🎧 Listen on Spotify, Apple Podcasts, Amazon Music, and wherever you get your podcasts. 📺 Watch the full episode on YouTube (@thebgis).

Why Philanthropy [STILL] Isn’t the Answer with (with Anand Giridharadas)

Billionaires are shaping everything from elections to education to climate policy—and they want us to believe it's generosity. That’s why we’re re-airing this conversation with Anand Giridharadas, author of Winners Take All, on the power of elite philanthropy—and why it can’t fix the inequality it helps sustain. Giridharadas breaks down how modern philanthropy allows the ultra-wealthy to “give back” on their own terms, while avoiding the kinds of structural changes—like higher taxes, stronger labor standards, and real regulation—that would actually redistribute power and opportunity. Yes, philanthropy can do good. But it can also function as a pressure valve—easing public outrage while leaving the underlying system intact. If you’ve been following the surge in billionaire political spending, debates over wealth taxes, or the outsized influence of private foundations, this conversation will hit differently now, Because the real question isn’t whether the rich should give more. It’s why they get to decide in the first place. Anand Giridharadas is a writer and political analyst focused on inequality, power, and democracy. He is the author of multiple books, including the national bestseller Winners Take All and The Persuaders. Giridharadas is an editor-at-large for TIME, an on-air analyst for MSNBC, and the publisher of the newsletter The.Ink, where he writes about politics, money, and power. He is also a visiting scholar at the Arthur L. Carter Journalism Institute at New York University. Listen to Eric Beinhocker discuss Market Humanism on Hal Singer’s podcast The Slingshot.
