The Māori have had a presence in New Zealand for at least 800 years. For much of that time, they lived in imperfect harmony with the natural environment, developing a social and cultural system distinctly their own. But the age of European exploration from the 17th century changed all that. Over the centuries, their traditional claims to lands were eroded, and their population became dwarfed by that of the settlers, until the voices of activists grew loud enough to challenge the new status quo. The reporters who covered this story look back with over 25 years of distance to answer a one question: who do they think bombed those four apartment buildings back in September 1999? Was it the Chechen militants the government blamed? Or was it an FSB plot - to create a climate of fear so that one of their own - Vladimir Putin - could step in as the hard man the country needed - and become President?
