    The Murder of Windy Buchanan: Penny Doe Has Her Name Back, But Her Case Is Still Unsolved

    After more than 36 years, the woman known as Clarion County’s Penny Doe has been identified as 19-year-old Windy Buchanan. Authorities say Buchanan’s remains were found in Monroe Township, Pennsylvania, in 1990, and her death was ruled a homicide. DNA testing and genetic genealogy finally helped answer the first question in the case: who she was. The second question remains unanswered. Pennsylvania State Police say the investigation is still active as they continue working to determine who killed Windy Buchanan.     Newly obtained Gallia County juvenile court records show child-welfare officials were investigating the Siders family as far back as December 2020, years before authorities say 16 children were removed from a Hamden, Ohio, home in severe neglect. The records describe concerns about lead exposure, insects inside the home, missed medical care, trouble identifying some of the children, and a 2021 court order that left the children with Gary Siders Jr. and Elizabeth Siders under protective supervision.     As a New Reporter, I Tried and Failed to Identify Penny Doe. Now Police Say They've Succeeded.

    Penny Doe, the unidentified woman found in Monroe Township, Pennsylvania, in 1990, may finally be identified after more than three decades. Hers was the first case I ever took on as a new investigative reporter. My work eventually led from the discovery site to Mercyhurst University, a femur sample, recovered DNA, and a stalled genetic genealogy effort that needed law enforcement to carry forward. Now Clarion County officials and Pennsylvania State Police say DNA testing has led to an identification.
