UPDATE 16 December 2025 The Economic and Tax Commission of the Grand Council narrowly approved the sale of Basler Personenschifffahrt AG (BPG) to Basler United Waterways AG. The sale, which the Government Council sought, received a 6:5 majority in favor of reallocating BPG shares to financial assets essential for the transaction. However, the minority in the Commission opposes the privatization of BPG and requests the Grand Council to renew the performance agreement with BPG, including a substantial increase in the operating contribution. The current performance agreement between the canton and BPG expires at the end of 2025, necessitating a new basis for BPG's continuation. While the Government Council advises against a new operating contribution, it proposes converting BPG shares from administrative to financial assets. This conversion would enable BPG's sale to Basel-based United Waterways, a company specializing in passenger river ship operations. United Waterways has proposed to the canton that it acquire 100% of the share capital of BPG through its wholly owned subsidiary, Floating Venues AG. The purchase would include all shares of BPG and its movable and immovable property as of December 31, 2025, including the passenger ships of BPG. Additionally, all employment, supplier, service, or other contracts existing at that time would also be included in the purchase. The purchase price for BPG is 250,000 francs. During the consultation, the Commission thoroughly examined the potential benefits and risks of selling BPG and held a hearing with United Waterways. After careful consideration, it was determined that selling BPG would only appeal to a portion of the Commission. The majority of the Commission believes that selling BPG would enhance the chances of providing an attractive passenger transport offer in and around Basel. They anticipate that the experience and scale effects of the United Waterways Group, along with the potential synergies, would enable BPG to offer a year-round and diverse range of services in the future. Furthermore, selling BPG would alleviate a significant financial burden on the canton. The canton would no longer need to contribute to the operating costs, recapitalization measures, or future investments in ships and land-side infrastructure. From the majority of the commission's perspective, the contract between the canton and United Waterways provides adequate collateral. Consequently, the canton has the option to repurchase the BPG for the next 12 years if United Waterways fails to meet the agreed-upon minimum offer. Additionally, the commission ensures that United Waterways cannot sell the MS Rhystärn during the operating guarantee period without the canton's consent. However, the commission minority believes the guarantees are insufficient and requests CHF 6.5 million by 2030. The commission minority argues that the agreed collateral is inadequate and that the proposed privatization is fundamentally problematic. They point out that a low-threshold offer is not guaranteed, and the collateral for the staff is not adequately considered. The canton is selling a significant asset and a public institution at a very low price of 250,000 francs. This sale would provide an opportunity for further development of the BPG and positively impact the site's long-term attractiveness. To ensure a wide range of supply and passenger shipping that is accessible to all, the commission minority opposes the reallocation of shares for the purpose of selling the BPG. Instead, they request the renewal of the performance agreement for the next five years, as well as the long-awaited increase in the operating contribution and the necessary capital increase. In total, the commission minority seeks the Grand Council's approval for the expenditure of CHF 6.5 million from 2026 to 2030 to ensure the continued existence of the BPG.
