We are chating with Zoe Lachana, who holds an Integrated Master's Degree from the department of Information and Communication Systems Engineering at the University of the Aegean. About the Speaker: Dr. Zoi Lachana holds an Integrated Master's Degree from the department of Information and Communication Systems Engineering at the University of the Aegean. She subsequently completed postgraduate studies in Technologies and Management of Information and Communication Systems, specializing in e-Government, at the same institution. In 2024, she earned her PhD, focusing on the development of a scientific foundation for Digital Governance. She is currently a Postdoctoral Researcher and Project Manager at the Information Systems Laboratory of the University of the Aegean.  Since 2017, she has participated in numerous European and national research projects, including digiGov EDIH, ManyLaws, TODO Horizon Europe, and PROMETHEUS, with a particular focus on Legal Informatics, Interoperability, Open Data, and Smart Cities. She has also contributed to the organization of international conferences and educational initiatives, such as the Samos Summit on ICT-enabled Governance, the OpenGov Summer School, and the DigiBus Summer School. In addition, she has served as a Research and Business Process Modeling Consultant (BPMN, BPR) for public sector organizations. Her research interests include Artificial Intelligence, Digital Innovation and Entrepreneurship, Citizen Science, and Digital Governance at both local and international levels. She has authored scientific publications in international journals, conference proceedings, and book chapters, and has contributed to the preparation and management of research proposals under major funding frameworks, including Horizon Europe, ERASMUS+, and national research programmes.

Manual for local governments" (2021). Sector expert 2024 (mobility in smart cities) in the European Commission's Intelligent Cities Challenge program, advising the cities of Poznań and Gdańsk. Consultant for venture capital funds and start-ups. Member of teams preparing, among others, Smart Specialization project for the Pomeranian Voivodeship: Smart Port&City, expert evaluator in the QBE AcceliCITY competition (Top 5 GovTech Accelerators), EIT Urban Mobility Expert (2024-till now) Secretary of the Team for Urban and Metropolitan Areas of the National Spatial Development Committee of the Polish Academy of Sciences (2019-2023, 2023-27). Completed scientific internships, among others: at the University of Newcastle Australia, Lebniz University Hannover,  Visual Interaction&Communication Technologies VicomTECH San Sebastian. Author of the "Smart City: Context, Policy and Government" course for students from the Latin American region. As part of Smart City, the main interests include assessing the readiness of the city office to implement Smart City projects, business models for Open Data, Smart Mobility. About the Speaker: Gabriela Viale Pereira is Associate Professor for Information Systems at the University for Continuing Education Krems, where she serves as Deputy Head of the Department for E-Governance and Administration. She is also an Affiliated Professor in the Graduate Program in Business Administration at Pontifical Catholic University of Rio Grande do Sul (PUCRS), Brazil, and a Research Fellow at the Center for Technology in Government (CTG), University at Albany (SUNY). She holds a postdoctoral degree in Public Administration and Government (Getulio Vargas Foundation - FGV) and a doctoral degree in Administration (PUCRS).  Her research focuses on digital government, smart governance, smart cities and communities, data-driven public administration, and the societal implications of emerging technologies. She has coordinated major international projects, including the Erasmus+ CAP4CITY initiative, and is currently the UWK’s Principal Investigator for the Digital Europe Project AISHA and the EIT HEI Project DIGIMPACT.EU, and researchers and member of the Scientific Board of the EU-funded AI4GOV Accelerate (AI4GOV-X) project.  Gabriela has authored and co-authored several peer-reviewed publications in Information Systems and digital government and actively contributes to the international community through leadership roles in the Digital Government Society and IFIP Working Group 8.5, as well as expert engagements with the European Commission and its Joint Research Centre. In 2025, Gabriela received the PUCRS Alumni Award for Scientific Research, in recognition of her international academic career and contributions to research and teaching in digital transformation, IT management, and public-sector innovation. He has been honored with the prestigious Fellows Award 2025 by the Digital Government Society in recognition of his exceptional scholarly contributions to the field of digital government research. He is also a reviewer for over 65 international journals and conferences, an elected member of the Board of the FWO Review College Fundamental Research in Belgium, and an international reviewer of many calls for both national and international research projects in different countries (USA, Canada, Poland, Czechoslovakia, Belgium, Spain, European Science Foundation, etc.). He is an esteemed member of different digital government networks, a member of the Editorial Board of 12 international JCR-listed journals and serves as the Editor in Chief of the International Review of Administrative Sciences, Sustainability, Metrics, and the IJPADA.
