Hipkins juggles competing ideologies over PNG-US deal

Prime Minister Chris Hipkins' whistlestop trip to Papua New Guinea sends a clear message: superpowers may come and go, but New Zealand is here to stay. The US and PNG signing a security deal is the latest iteration of increasing competition in the region, but strategic studies expert Robert Ayson says New Zealand has ways of staying close to its Pacific neighbours - despite the US-China struggle for influence. Listen to the full podcast Hipkins touches down in Papua New Guinea's capital Port Moresby on a muggy Sunday evening, welcomed by a sprawling red carpet, dozens of armed troops and the New Zealand national anthem. Prime Minister Chris Hipkins is greeted on arrival in Port Moresby, the capital of Papua New Guinea. He is there in part to meet for the first time with Pacific and international counterparts - including Cook Islands PM Mark Brown, PNG's James Marape, and India's Narendra Modi - but the centrepiece of the summit was the signing of a defence pact between PNG and the United States. His meeting with Marape over breakfast just a few hours before the signing left Hipkins with "greater clarity" about what PNG wants out of the deal. Chris Hipkins shakes hands with Papua New Guinea Prime Minister James Marape. He told reporters it was not just about security but included things like electrification: "I would see this more of an extension of an existing relationship," Hipkins said. But it goes well beyond a deeper bilateral relationship, giving American forces uninhibited access to PNG's territorial land, waters and airspace in exchange for roughly $45 million dollars' worth of development programmes. University of Technology students in Lae, Papua New Guinea's second-largest city, protest the signing of the defence cooperation deal with the US. Three waters: Councils tapping out as minister steams ahead

In today's Focus on Politics podcast, Political Editor Jane Patterson dives into the three waters debate, plumbing the depths of local governments' opposition to the centralisation of water infrastructure. "There is near universal agreement that the status quo is not sustainable. Our three waters assets are now liabilities" - Local Government Minister Nanaia Mahuta Water is one of Aotearoa's most precious resources and the government's embarked on an ambitious plan to better manage drinking, storm and wastewater around the country. It says major reform is needed to avoid a significant crisis, but many mayors say they would lose control of assets their communities have built up and paid for over many years, and are questioning - or outright opposing - the proposed solution. Listen to the full podcast Under the reforms, ownership of storm, drinking and waste water - the three waters - would be transferred from councils to four regional entities the councils would own. The entities would be managed by a board appointed by a selection committee, who would be appointed by representative groups, in turn appointed by councils and mana whenua. National, Greens predict councils will be forced to join Some mayors fear the effect of having little input from their elected representatives over some of the services that have been central to local government in New Zealand. Others are concerned their hefty investments in water infrastructure are not matched by other councils who would be serviced by the same water entity, despite the government splashing $2.5bn on keeping things equitable. Local Government Minister Nanaia Mahuta is set to respond to councils' concerns after a consultation period ended on Friday. She says she's always been open to looking at aspects of Three Waters after feedback from local government, including the governance arrangements, and would consider "refinements" but there are some bottom-line principles. She has refused to rule out making the reforms mandatory, and her National Party counterpart Chris Luxon says the government is heading for some "ugly" politics.
