What if I got to set up my India shop. Why do I need a middle guy?

Why do most EU, German, and US companies... when they can all go and set up a shop in India, many have already tried that since early 2000, etc. very few were successful. and they were big companies. And even they had to hire someone to help maneuver through the process. IBM, and DELL all did this and had to close down the operaitons and then have to work with Tata etc to run through the process.
