    Why the updated Alberta–Ottawa energy deal still comes with lingering uncertainty

    Bill Whitelaw, executive director of Rextag and a fellow with the Energy Futures Lab, says the updated Alberta–Ottawa energy MOU is designed to create enough certainty to attract private investment into a proposed West Coast bitumen pipeline.
