    Short: Vermont's new captive leaders

    In this GCP Short, produced in partnership with the State ofVermont, Richard features the State's new generation of captive leaders. In August 2025, it was announced that Ian Davis was taking over as the president of the Vermont Captive Insurance Association (VCIA), and in January this year it was confirmed Christine Brown was succeeding Sandy Bigglestone full time as the deputy commissioner of captive insurance at Vermont’s Department of Financial Regulation. In a 24-minute discussion, Ian and Christine discuss their plans and priorities in their respective roles, the importance and valueof succession planning, and latest growth and developments in the Vermont captive domicile.

    #133: CICA and Association Leaders Debate

    In episode 133 of the Global Captive Podcast, supported by theEY Global Captive Network, Richard brings listeners two conversations recorded at the CICA International Conference that took place from 8 – 10 March in Desert Spring, California. Dan Towle, President of CICA, was speaking on the eve of the conference and shares what is in store for delegates and some of the key priorities for the Association.     This GCP Short, produced in partnership with Zurich Insurance, focuses on the captive revolution currently taking place in Alberta, Canada. The Energy Province implemented its captive regime in July 2022 and, at the time of recording, has 37 active captives. In a 30-miute discussion, we hear from: Zurich’s Al‑Nawaz Rajan, an actuary with more than two decades of dedicated experience in the captive insurance sector. Today, Al is the Zurich's Western Canada Lead for Captive Fronting Solutions. Hector Plascencia, Senior Vice-President and National Practice Leader for the Risk Advisory Practice at BFL Canada. Hector leads a multidisciplinary practice supporting organisations across Canada on strategic risk management and alternative risk financing. Rick Da Costa is Partner and National Leader at BLB. He is an insurance and reinsurance lawyer, who provides practical legal and business solutions to clients on insurance, reinsurance and captive insurance related issues. He has been an active supporter of the Alberta captive legislation and helped encourage the change in regulation to allow for captives in the domicile to insure third party risks. He was also the first to successfully re-domesticate a captive to the Province.
