Pemerintah cairkan BSU: solusi lesunya daya beli masyarakat?

Pemerintah Indonesia kembali menggulirkan program Bantuan Subsidi Upah (BSU) sebagai bagian dari upaya menjaga daya beli masyarakat pekerja di tengah tekanan ekonomi. Program ini mulai dicairkan pada 5 Juni 2025, menyasar para buruh dan pekerja yang memenuhi syarat tertentu sesuai regulasi ketenagakerjaan dan kebijakan ekonomi nasional. BSU ini dirancang sebagai bentuk intervensi fiskal langsung untuk membantu kelompok pekerja yang terdampak dinamika ekonomi seperti deflasi atau menurunnya daya beli masyarakat. Bantuan ini diberikan sebesar Rp300.000 per bulan selama dua bulan (Juni–Juli) dan langsung dicairkan sekaligus sebesar Rp600.000 pada bulan Juni. Pemerintah mengalokasikan dana sebesar Rp10,72 triliun untuk pelaksanaan program BSU tahun ini. Di tengah tantangan seperti inflasi dan ketidakpastian global, pemerintah berharap bantuan semacam ini bisa menjadi stimulan bagi masyarakat supaya tetap bisa menggerakkan roda ekonomi. Apakah pemberian BSU ini benar benar menjadi solusi jitu untuk menggerakkan perekonomian negara yang belakangan dianggap lesu? Dalam episode SuarAkademia terbaru, kami membahas isu ini bersama Jaya Darmawan, peneliti ekonomi dari Center of Economic and Law Studies (CELIOS). Jaya berpendapat BSU menjadi salah satu instrumen andalan pemerintah untuk merespons tekanan ekonomi yang dialami masyarakat kelas pekerja. Meskipun program BSU bermanfaat dalam jangka pendek, ia menganggap besaran bantuannya belum mampu mengimbangi tekanan ekonomi saat ini. Salah satu masalah yang menurut Jaya juga perlu disoroti adalah kriteria kelayakan penerima manfaat. Banyak pekerja tidak memenuhi syarat bantuan karena batasan administratif yang tidak mempertimbangkan kompleksitas kerja informal. kriteria penerima BSU ini membuat pekerja yang ada di sektor informal kerap luput dari jangkauan bantuan sosial, meskipun mereka berada dalam posisi paling rentan secara ekonomi. Meskipun kebijakan pemerintah ini perlu disambut dengan baik, namun Jaya beranggapan langkah-langkah ini masih belum cukup untuk mendorong daya beli masyarakat secara berkelanjutan. Ia berpendapat perlu ada pergeseran arah kebijakan dari sekadar bantuan jangka pendek menuju strategi jangka panjang yang lebih menyeluruh. Fokus kebijakan pemerintah sebaiknya tidak hanya memperbaiki daya beli secara sementara, tetapi juga membuka akses terhadap pekerjaan yang layak dan mendukung pekerja untuk keluar dari sektor informal. Menurutnya, pemerintah perlu memikirkan strategi yang lebih komprehensif untuk menciptakan kebijakan ekonomi yang tidak hanya responsif terhadap krisis, tetapi juga berorientasi pada transformasi sosial dan ekonomi yang berkelanjutan. Mark Latham in the upper house? A Coalition minority government? The NSW election is nearly upon us and it’s going to be a wild ride

It's a fight for a rapidly vanishing centre, which will make passing bills difficult for whoever wins. Chris Pavlich/Dean Lewins(AAP)We are but weeks away from an election in New South Wales – polling day is on March 23 – and it will be eagerly watched. Not just for the outcome but for the implications for the looming federal election. That’s according to Dr Andy Marks, a political scientist from Western Sydney University, who tells us on the podcast today that this state election outcome may give us some clues on how some global political themes are playing out here in Australia. “It’s not just about state politics. Increasingly the Australian electoral cycles, federally and at the state level, are subject to changes in political dynamics internationally. We’re seeing the erosion of centrist politics around the world […] and that even affects humble New South Wales.” He predicts a weakened Nationals Party will be facing a strong challenge from the Shooters, Fishers and Farmers Party and that One Nation’s Mark Latham is almost a sure bet to win a spot in the NSW upper house. “I do think you’ll see a minority Coalition government returned but the really interesting play is what happens in the upper house. Currently, the Coalition have to deal with two to three independents or minor parties to get stuff over the line,” said Dr Marks. “I think what we’ll see in the coming parliament is that that the ranks of cross-benchers will expand quite dramatically, up to seven to nine cross-benchers. So that makes negotiations pretty fraught. "This is really going to be new territory,” he said. “We’ve got One Nation returning to the fold. Mark Latham, their number one ticket holder in the upper house, will get in. But potentially they’ll get two seats in the upper house. You’ll have an emboldened Shooters and Fishers Party. Kim Beazley on the US election

Kim Beazley’s time as Australia’s ambassador to the United States came to an end earlier this year, but he is riveted by next week’s presidential election. “When I was the ambassador to Washington I just missed politics every day. In this year, I am missing the United States every day,” he says. Beazley tells Michelle Grattan that “slightly, on balance” Hillary Clinton is more likely to win. “But the anger, the energy, in this campaign is within one group and that is with the white working class - mainly male but also female - who feel that America is being taken away from them,” he says. “I see the election contest at the moment has the momentum with Trump.” He cites the reduced turnout of Democrat-voting African-Americans and the mire of the Hillary Clinton email controversy as factors in a possible upset. “One would have to say that if there is more of this over the weekend that the Trump momentum may well be unstoppable.” If Trump pulls off an unlikely victory, Beazley foresees huge challenges for Australia. “Were he to implement the policies that he talks about in regards to the Asian region, we would be confronting strategic damage and possibly economic disaster,” he says. Beazley says Hillary Clinton has a very favourable view towards Australia. “She sees us as a skilled, well-off and purposeful people and she will have things for our will and purpose and a lot of them may well involve decisions or topics that we’re quite uncomfortable with.” “I think for starters she would be looking very strongly at a deeper integration of Australian and American forces in the region. Potensi energi angin di Indonesia begitu besar, mengapa kincirnya harus kecil

Sekitar 7000 tahun lalu, angin tercatat telah memutar baling-baling kapal di sepanjang Sungai Nil di Mesir. Di Cina, 200 tahun sebelum Masehi, hembusan angin telah memutar kincir sederhana dan membantu petani memompa air. Sejak abad ke-20, angin telah menggerakan turbin dan menghasilkan listrik untuk rumah di Eropa dan Amerika Utara. Selain lebih murah, tenaga angin juga terbukti jauh lebih ramah terhadap lingkungan. Tapi mengapa Indonesia sepertinya sulit melakukan hal yang sama? Apa kita kekurangan angin? Adi Surjosatyo, Guru Besar Departemen Teknik Mesin Universitas Indonesia, mengatakan potensi Indonesia sangat besar. Tapi, menurut dia, selama ini kita telah keliru dalam memandang tenaga angin. Di Eropa, daerah kontinental, turbin angin dibuat besar karena angin besar. Tapi di daerah Indonesia, turbin angin harus kecil karena kondisi udara dan kelembapan air laut membuat angin di Indonesia kecil. Rata-rata kecepatan angin di Indonesia dua kali lebih lemah dari angin di Eropa. Hanya sekitar 2,5 sampai 3 meter per detik. Kecepatan angin rendah, kincirnya pun harus kecil. Itulah yang dilakukan oleh Adi di Kampung Bungin, Muara Gembong, Bekasi. Dia bikin energi terbarukan dari angin untuk mengaliri listrik kampung nelayan tersebut. Satu kincir angin setinggi 11 meter hanya butuh Rp 50 juta. Setelah memasang beberapa kincir di pinggir pantai, biarkan angin yang bekerja sepanjang waktu. Kenaikan PPN 12 persen: apa dampaknya untuk perekonomian Indonesia?

Kenaikan Pajak Pertambahan Nilai (PPN) menjadi 12% hampir pasti bakal berlaku pada tahun 2025 mendatang. Kenaikkan ini merupakan mandat Undang-Undang Nomor 7 Tahun 2021 tentang Harmonisasi Peraturan Perpajakan (UU HPP). PPN adalah instrumen fiskal yang mentarifi pembelian barang dan jasa hasil industri kepada masyarakat. Selain sudah jadi mandat undang-undang, Menteri Keuangan Sri Mulyani Indrawati mengklaim bahwa penyesuaian tarif ini juga bertujuan untuk meningkatkan daya saing Indonesia secara global, khususnya dengan rata-rata tarif PPN yang diterapkan oleh negara-negara anggota Organisasi untuk Kerja Sama dan Pembangunan Ekonomi (OECD). Saat ini, tarif PPN Indonesia masih lebih rendah dibandingkan rata-rata tarif pajak negara-negara dunia. Di tingkat teknis, Direktorat Jenderal Pajak Kementerian Keuangan sedang mengebut aturan teknis pemberlakuan tarif baru ini. Apakah kenaikan PPN ini akan berdampak terhadap perekonomian Indonesia? Adakah dampak yang akan dirasakan langsung oleh masyarakat? Jaya mengatakan kebijakan kenaikan PPN menjadi 12% ini mempelihatkan kurangnya sense of crisis dari pemerintah. Sebab situasi ekonomi masyarakat yang sedang sulit. Hal tersebut terlihat dari tren deflasi yang stabil terjadi beberapa bulan terakhir. Jaya berpendapat seharusnya pemerintah melihat situasi ekonomi masyarakat saat ini sebelum memutuskan untuk menaikkan tarif PPN. Meskipun tidak menampik kebijakan ini akan membuat penerimaan negara akan meningkat, namun Jaya melihat kebijakan ini bisa jadi bomerang yang jutru bisa kian memperlambat pertumbuhan ekonomi. Penurunan tersebut karena konsumsi penopang nilai produk domestik bruto Indonesia berpotensi akan mengalami penurunan. Alhasil, target pertumbuhan ekonomi yang dipatok pemerintahan Prabowo-Gibran sebesar 8% hanya menjadi janji kampanye semata tanpa realisasi nyata. Jaya menyarankan agar pemerintah harus mempertimbangkan menerapkan pajak yang adil, alih-alih meningkatkan PPN. Ia menambahkan, sudah banyak jurnal dan hasil riset yang menunjukkan dengan penerapan sistem pajak yang menggunakan prinsip berkeadilan dan tata kelola yang baik justru bisa memberikan negara pemasukan yang lebih banyak daripada menaikkan PPN saat ini. Inflasi IPK mahasiswa Indonesia: Siapa diuntungkan, siapa yang tertinggal?

Banyak pihak mulai mempertanyakan arti penting persaingan di dunia perguruan tinggi dalam beberapa waktu terakhir. Ketika dunia kerja semakin tak pasti dan arah pendidikan kerap berubah, menjaga fokus pada capaian akademis terasa bukan lagi perkara mudah. Percakapan soal ini kian hangat ketika muncul sorotan terhadap fenomena inflasi Indeks Prestasi Kumulatif (IPK). Tak sedikit warganet yang memperbincangkan betapa gampangnya mahasiswa Indonesia saat ini meraih nilai akhir tinggi. Predikat cum laude, yang dulu hanya disematkan pada mereka yang benar-benar menonjol karena lulus dengan IPK dan masa studi yang bagus, kini terdengar di hampir setiap prosesi wisuda. Isu ini memunculkan pertanyaan besar: Fenomena sosial apa yang bisa kita pelajari lebih dalam? Apakah mahasiswa diuntungkan atau justru ini akan memberatkan mereka dalam mencari pekerjaan setelah lulus? Dalam episode SuarAkademia terbaru, kami membahas topik ini bersama Senza Arsendy, mahasiswa doktoral dari The University Of Melbourne, Australia. Senza menganggap tren ini dipengaruhi oleh sejumlah faktor, mulai dari peningkatan keterampilan akademis individu, dinamika sosial, hingga neoliberalisme pendidikan. Ia juga menekankan bahwa gejala inflasi nilai ini tidak hanya terjadi di jenjang pendidikan tinggi, tetapi juga mulai terlihat di tingkat sekolah yang lebih rendah. Ia melihat fenomena ini juga erat kaitannya dengan komersialisasi pendidikan yang semakin marak. Di tengah pendidikan tinggi yang semakin mahal, Senza menganggap ada logika yang dianggap wajar oleh mahasiswa dan orang tua. Biaya kuliah yang tinggi dianggap berbanding lurus dengan IPK tinggi sebagai bentuk timbal balik dari uang yang dikeluarkan. Senza juga melihat persaingan di pasar kerja menjadi penyebab mengapa fenomena inflasi IPK ini muncul. Kompetisi di pasar kerja yang semakin sulit membuat banyak mahasiswa berlomba untuk mendapatkan IPK bagus. Di sisi lain, pemberi kerja melihat situasi ini menguntungkan untuk mendapatkan tenaga kerja berkualitas tinggi dan melimpahnya ketersediaan tenaga kerja yang siap bergabung. Realitanya, saat ini perusahaan menuntut lulusan untuk memiliki kualifikasi yang lebih tinggi dibanding sebelumnya. Saat ini, IPK tinggi saja tidak cukup untuk menjamin peluang kerja yang baik. Banyak pemberi kerja saat ini mensyaratkan kualifikasi tambahan, seperti pengalaman kerja, kemampuan berbahasa asing, dan keterampilan teknis tertentu. Bahkan, dalam beberapa kasus, jejaring profesional atau koneksi juga memengaruhi peluang seseorang untuk diterima bekerja. Kondisi ini menambah tekanan bagi mahasiswa untuk terus meningkatkan kompetensi mereka, yang tidak jarang berujung pada stres dan kecemasan menghadapi masa depan. Senza berpendapat, perlu ada pembahasan multi-sektoral dari pihak universitas, pemberi kerja, hingga pemerintah untuk merumuskan strategi yang dapat menjembatani kesenjangan antara dunia pendidikan dan kebutuhan riil pasar tenaga kerja. Back to school with COVID: how to keep children safe

As many children head back to school, in this episode we look at what really works to help stop COVID-19 transmission in the classroom. And for those countries where masks remain mandatory in schools, we hear some tips for teachers and students on how to communicate. Featuring, Brandon Guthrie, an associate professor of global health an epidemiology at the University of Washington in the US and Laura Abou Haidar, a professor of linguistics at the Université Grenoble Alpes in France. In our second story, we dig into the science behind daydreaming. Thomas Andrillon, research fellow at the Paris Brain Institute in France and an adjunct research fellow at Monash University in Australia, explains his new research on what's happening in our brains when our mind wanders. Stephen Duckett on what's gone wrong with the rollout

As of Tuesday, only 920,334 doses of the coronavirus vaccine have been administered - a fraction of the four million doses the Morrison government had promised by end-March. The rollout's complications and failures have sparked a backlash from some GPs, pharmacists, and states. The federal government says the problems are mainly supply issues – notably, the failure of millions of doses to arrive from overseas. Also, CSL has had trouble quickly ramping up its production. At the same time, there have been glitches in the logistics of delivery to doctors and the states. This week Stephen Duckett joins the podcast to critique the rollout. Currently director of the health and aged care programme at the Grattan Institute, he was formerly secretary of the federal health department and so has seen the health bureaucracy from the inside. Duckett is highly critical of how the rollout has gone, with the government over-hyping expectations. "The government hasn't met a single one of its targets so far. They had targets about four million people by the end of March. They had a target, about more than 500,000 residential aged care workers and residents by mid-March. "Now, sure, it's the biggest logistic exercise we have ever seen, but the government has had eight months or so to prepare for it. "I think the government should have set reasonable targets. It should have said, look, we know it's really, really important to get the vaccine rollout started, but we are reliant on overseas." "The prime minister said he wanted to under promise and over deliver. He did the reverse." One issue Duckett identifies has been the politicisation of the process. "There's been a huge number of vaccine announcements. Every micro-possibility has been wrung out of every announcement. We've got photos of vaccines coming off planes. We've got announcements that we're thinking about having a contract." "I think[...]the commonwealth initially thought it was all going to go very smoothly and they'd coast into the election very, very comfortably on the back of a successful vaccination rollout programme.
