    Katy Watson speaks to Julie Inman Grant, Australia’s eSafety Commissioner about the country’s social media ban for under 16s: “To keep kids away until they're ready, I think that is the monumental circuit breaker move that we need to move to,” she says. Brought up in Seattle, North America Julie has spent her career in the technology sector working for Microsoft, Twitter and Adobe in public policy and safety before moving into government. She moved to Australia more than 25 years ago and from 2017 Julie has been working on online safety. In her role as commissioner she has become the target of free speech absolutists like Elon Musk, wh have accused of her trying to censor the internet. No stranger to controversy and abuse, she’s now the public face of Australia’s landmark social media ban for children under 16 which came into force in December. Now countries around the world are considering similar bans as cases of online addiction, self harm and abuse are reportedly on the rise. The Interview brings you conversations with people shaping our world, from all over the world.     If a sports betting app has the data to know exactly when a user is struggling financially, should it have a legal duty to cut that person off? On this episode of Capitalisn't, we dive into the murky waters of the American sports betting explosion. We are often told that legalization simply moves an existing black market into the light, but guest Jonathan Cohen argues that the issue isn’t that we legalized the industry—it’s that we did it "recklessly." Cohen, the Policy Lead at the American Institute for Boys and Men and author of Losing Big: America's Reckless Bet on Sports Gambling, joins Bethany and Luigi to outline the serious costs of this rapid liberalization. His data shows that legalized online sports betting is associated with a 25% to 30% increase in personal bankruptcies, a notable rise in auto loan defaults and credit card delinquencies, and increased cases of childhood neglect. Is there a way to fix this market so that it is fair for consumers without imposing such a high degree of societal cost? Host Luigi Zingales suggests a broader solution: a "fiduciary duty" for data collectors. When you give sensitive information to a doctor, accountant, or lawyer, they are bound to use that data only in your interest. If a betting app sees a user's credit card deposits being declined or identifies a pattern of "loss chasing," should they be legally required to act in your interest instead of targeting you with VIP offers?     This week, Scott sat down with his Lawfare colleagues Molly Roberts, Michael Feinberg, and Troy Edwards to talk through the week’s big warrant-related national security news, including: “Tulsi Went Down to Georgia, She Was Looking for a Vote to Steal.” This past week, the FBI executed a warrant to search Fulton County’s election center for ballots and equipment related to the 2020 election, with the help of an unlikely senior administration official: Director of National Intelligence Tulsi Gabbard, who was reportedly there in-person at the order of President Trump. Observers are concerned that the search is the beginning of a broader effort to relitigate the 2020 election—especially as Trump calls for Republicans in Congress to “nationalize elections” in advance of the November mid-terms. What do we know about the legal basis for this search? And what does it tell us about what the Trump administration has planned for November?“I Hear the Jury’s Still Out on the Fourth Amendment.” Over the past week, whistleblowers have revealed that ICE has issued a series of internal memos to agents advising that they do not need judicial warrants to detain or search the homes of people suspected of being undocumented immigrants. Instead, ICE has attempted to side-step the regular judicial process by suggesting that agents only need an administrative warrant, a controversial move that will almost certainly be challenged in court. What do we think of ICE’s decision to shift to such a legally dubious policy, and where do we expect it to go from here?“Ex Post Justification.” Last month, the FBI conducted a search on the home of Washington Post reporter Hannah Natanson as part of an investigation into alleged leaks by a Defense Department contractor. During the search, agents seized Natanson’s personal and professional devices, which drew concern from media outlets and civil liberty groups over potential First Amendment and privacy violations. A magistrate judge has now ordered that the FBI cannot access Natanson’s materials at least for now, while some of these issues are litigated. How should federal law enforcement balance the need to conduct leak investigations with press freedoms?
