After Pakistan’s use of Chinese aircraft in its conflict with India, countries that surround India now look toward Chinese weapons systems as a cost-effective alternative to Western platforms. Carl argues that China’s advantage goes beyond individual weapons. Its enormous industrial base, technological development, electronics expertise and pool of STEM graduates create a foundation for growth in civilian and military technology. The conversation turns to strategic consequences for Southeast Asia, South Korea and Japan: As Washington attempts to place more of the burden of military containment on its allies, countries in the region are forced to reconsider their relationships with China and the United States. The discussion examines the increased importance of BRICS and the Shanghai Cooperation Organisation, particularly on their potential role to create an alternative financial and economic architecture outside of U.S. dollar dominance.
