    This week, Scott sat down with his Lawfare colleagues Molly Roberts, Roger Parloff, and Tyler McBrien to talk through the week’s big national security news stories, including: “Jim Spells Seashells By the Seashore.” Former FBI Director James Comey was indicted again this past week, this time for allegedly threatening the life of the president by spelling “8647” in shells at the beach and posting an image on social media. It is a ludicrous argument. So what does it tell us that Acting Attorney General Todd Blanche was willing to file it? And where does Trump’s broader vengeance campaign seem likely to go from here, under whoever becomes the next Attorney General?“We Were on a Break!” The Iran War turned 60 days old last week—the deadline by which, under the War Powers Resolution, the president is supposed to wrap up any congressionally unauthorized military operations. But like many of its predecessors, the Trump administration has done no such thing. Instead, it’s argued that the 60-day cut-off was already met by the ongoing ceasefire—even though the Trump administration has continued its embargo of Iranian oil resources and began a new major maritime campaign to open the Strait of Hormuz, triggering exchanges of fire with Iranian forces. What should we make of these arguments? And do they suggest the War Powers Resolution is a dead letter?“Strictly Ballroom.” The Trump administration is actively working to capitalize on the recent assassination attempt on Trump to push a federal court to allow its construction of an East Wing ballroom on national security grounds. At the same time, it’s faced new judicial headwinds in its quixotic effort to take over a municipal golf course—the same location where it dumped the (potentially toxic) rubble of the demolished old East Wing. What do these cases tell us about Trump’s efforts to reshape our nation’s capital? And how legitimate are the new efforts to tie these cases to national security?In object lessons, Roger is revisiting Azar Nafisi’s “Reading Lolita in Tehran,” a tough, yet beautiful read with unfortunate persistent relevance.     “During the recent conflict [in Iran], there was a pause, not a full stop or halt of the functions. Once the airspace opened up again, we reprioritized the delivery of those life-saving kits to the member states, and we came back on track… We still find hope in the communication between the different member states, between the different partners to secure some of these supplies, or keep supply chains alive.” Daniel Dadzie speaks to Hanan Balkhy, the World Health Organisation’s Regional Director for the Eastern Mediterranean, about navigating the challenges posed by recent conflicts in Sudan and Iran. It’s one of six regional WHO offices around the world, covering a total population of nearly 745 million people from Morocco in the west to Pakistan in the east, and as far south as Sudan. The WHO works with governments and local authorities to improve access to basic healthcare and provide support during humanitarian emergencies. Global supply chains were severely disrupted when the conflict in Iran began just over two months ago. Although much of the focus of this disruption has been on oil and trade, crucial medical supplies have also been delayed in reaching where they’re needed most.     The Bombs America Left Behind, with Erin Lin

    Today on Scope Conditions: when the bombs don’t go off, the war isn't over. We tend to think of peace as beginning when the bombs stop falling. But as our guest today shows us, this is only half the story. Over the course of the Vietnam War, the United States engaged in massive bombing in Cambodia. Between 1965 and 1973, the U.S. dropped 500,000 tons of explosives there — more than the combined weight of every man, woman, and child in the country.  Dr. Erin Lin, an Associate Professor of Political Science at the Ohio State University, set out to understand the continued impacts of this cataclysmic bombing campaign on Cambodian society. A landmark 2011 study had given us a partial answer: it had concluded that US bombing had no measurable long-term effects on economic outcomes in Southeast Asia. For years, that finding set the terms of the debate. In her award-winning book, When the Bombs Stopped: The Legacy of War in Rural Cambodia, published by Princeton University Press, Erin pushes back. She argues that those analyses were looking at the wrong level — that district-level aggregates conceal devastating effects on individual households and farms. More than that, they were looking at only half the intervention. It's the bombs that didn't detonate — an estimated 26 million cluster munitions still embedded in the soil — that are shaping life today in rural Cambodia. Erin spent years farming alongside families, combing through declassified military records, and building some of the most granular data ever assembled on the American bombing campaign. Her creative multi-method research design allows her to trace the dramatic long-term consequences of unexploded ordinance for the economic livelihood of Cambodian farmers. We talk with Erin about the many ironies laced through her findings: that cluster munitions are most likely to fail in soft, fertile soil, meaning Cambodia's most agriculturally valuable land is also its most contaminated; that bomb contamination can paradoxically shield farmers from predatory land seizures by political elites; and that unexploded ordnance, rather than forging solidarity among those living with it, tends to deepen ethnic divisions within villages.
