The Voting Rights Act, last reauthorized by Congress with near-unanimous bipartisan support in 2006, no longer has teeth. Section 5 was gutted in 2013. Section 2 is gone now. What remains is a statute with no enforcement mechanism and no path to sue. The shooter, Cole Thomas Allen, a teacher and engineer who checked into the hotel a day before the event with a shotgun, a handgun, and multiple knives, found virtually no security in place. He sent a manifesto to family members roughly 10 minutes before the attack, outlining his targets, his rules of engagement, and his reasoning, rooted in rage at the current administration.
