Why is Israel so focused on north Gaza?

With winter setting in, Palestinians in Gaza have little protection from the cold. Israel's siege of the north has denied many access to aid or medical supplies. So, what's behind Israel's focus on the north? Is it to add pressure on Hamas? Or divide the Gaza Strip in two?
